With reference to your confidentiai despatch of the

19th of November, I have the honour to inform you that although it was known to the Superintendent of Imports and Exports that the 3 cases of morphia referred to in the enclosures to your despatch were consigned to Mr. G. L. Duncan it was not possible to institute a prosecution in the matter because no application was made by any one for the delivery of the goods.

Mr. G. L. Duncan is a member of the Firm of McEwen,

Frickel & Co., General Merchants. In September, 1913, he was con- victed of the unlawful possession of 519 ounces of cocaine packed in 2 cases with photographic plates, and of 188 pounds of morphine and fined $4,000.

Mr. G. L. Duncan is at present in England and the Superintendent of Imports and Exports has evidence that he is again dealing largely in morphia and that he has attempted to import opiwn. Besides the 3 cases, the subject of the correspondence enclosed in your despatch Mr. Duncan seems, from letters which have fallen into the hands of the Superintendent of Imports and Exports, through the Censorate, to have succeeded in importing other con- signments of morphine. He is said to be in league with certain Chinese in this Colony. His actions will be carefully watched and
